3 Dot Menu on Desktop Table view missing

I am trying to get the 3 Dot Menu on the desktop table view to show up. 

Below it shows up in the preview for mobile of the table view 

But not for the desktop view of the same table view. 

I don't see why desktop and mobile view would be different.

We need more details to discern if there truly is an issue.

Do you have more actions behind the "..." that you cannot get to on Desktop?    And are you using the "Standard" Desktop view or the new Desktop Mode in Preview?

Oh wow that was actually the issue:

With the preview, we lose the menu options:

With the preview off we get the menu back.

Desktop view is in preview and is not suitable for use in any important app.
