So check out ENUM type columns - https://support.google.com/appsheet/answer/10107878?hl=en In particular Allow other values & Auto-complete other values which will let your users add items that don't exist in a controlled way

I think what you mean by this is you don't want some huge table that everyone can see all the requisitions. You'd do this using a Form view - https://support.google.com/appsheet/answer/10107846?hl=en
Think if this as a sort of one-way data transfer. The App user can use form to request something, but everything else about that process can be hidden from them
