Would you please explain to me this message, itโs a friend account that has been blocked and he canโt run his app anymore

Thank you for contacting Google Cloud Support.
You account has been locked since you have only 1 PRO licenses but the system recorded 8 users in the last 30 days.
Please notice that it is not possible to remove or add users for counting purpose.
The system tracks app users over a 30-day period. After 30-days those users will fall off your users list and will not return unless they re-access one of your apps again.
I have set a do-not-block for the next 30 days so that you continue to use your apps.
Please remember to check your app usage before reaching this 30 days limit, and set the appropriate number of licenses, or your app will be blocked again.
You can check App usage from: https://www.appsheet.com/Account/Account#_tab_acctActivity
clicking under the โUsageโ column for each app, you will get a report useful for your needs.
