Action display twice in detail view with the card layout

I use extensively the card layout feature and now see the actions I add in the header layout twice…

Is this a bug?

Yes, a bug that has been posted multiple times in this forum the past 2 days.

Can anyone confirm if this is still an open issue? I still seem to have the/an issue but just wanted to make sure before I went looking for my own error.
