Add a set of rows to another table with an action

Is it possible to add a set of rows (those which meet certain criteria) to another table?.
I mean, I’ve got an inventory which is automatically up to date. Once monthly I want to send (with a single click) the materials which quantity is under its minimum stock level to an order table where I can edit it before it is sent.
