AppSheet Enterprise Standard Licensing Query: User Privileges for App Creation and Database Interact

I'm curious about the licensing requirements for creating and distributing apps using the AppSheet Enterprise Standard feature. Do only editors need to have the Enterprise Standard license, or do all users require the same privileges? My goal is to develop an app linked to Firebase or an SQL database, where all users with a core plan can use it, including the ability to add and remove data from the database. Any insights or guidance on this would be greatly appreciated!
