Free AppSheet app is intended for app prototyping and testing (Undeployed apps). Certain features such as sending emails or texts to external recipients and Scheduled automation are disabled.
OR if it's an app intended to be used by yourself only, you would mark it as "personal" use and then you can deploy it and have access to full app features.
In the paid version, you are buying licenses to allow other users access and use of the app. The cost of the license is based on the features built into the app.
There are also Public apps where the cost is on a "per app per month" fee. These apps allow any user access and are intended for apps where yo do not need to know who the user is - Knowledge/Information sharing app, Event app, etc
