Attachment link of a PDF from another table

Since I do not know the exact title of the subject, I may be asking the question under the wrong title. If so, I apologies.
I need some help with this.
Let's say a notification goes to the partner after filling out a form. The outgoing information is about a glitch that exists in another table. How can we add the link to the additional PDF that exists in the table attached in this outgoing email?
In other words, the customer will receive the warning and will see the attachment of the glitch report of the glitch subject to this warning as a link in the warning. When he clicks on the link, the glitch

Some clarification:

You you want a PDF attachment that shows the table with the glitch OR do you want a link (In a PDF or otherwise) that goes to the glitch table?

And for your email, are you using a template, or HTML?

You can use <<HYPERLINK(URL, Text)>> in your template to link to the additional PDF
