Attachments - pdf doc on web

How can I create an action that opens a pdf document that is posted on our website? I tried using open an external link to open https://www.scgov.net/Home/ShowDocument?id=40952 but it didn’t work and i can’t figure out how to locate the file path to add to my smartsheet - so i’m stuck

Update - I added the url as an attachment in the smartsheet and then the link to the attachment column - this seems to work on my desktop - pdf opens. I can’t get the pdfs to open on the tablet or my phone though - just get a blank screen - and I’ve opened pdf files on these devices before. Any suggestions?

Another update - tried on an Iphone and the links open, just not android
