Billing plan types

Can I have 2 different kinds of billing setup
For example one app with publisher pro which is a public app
The other app is user restricted and pay per user for the pro account

You need to create 2 different AppSheet accounts with 2 different emails. You cannot subscribe to distinct subscription models from the same account/email address.
