According to the documentation, the CSV import action is for importing into a View which means it is app side only, i.e. a user must trigger the activity - not something that will run in a Bot.

From an automation/Bot perspective, there is not anything pre-built that allows you to read from a file and add that data to a datasource.  You can build this capability using scripts calling the AppSheet API or even with integrator services such as Zapier or Make (formally Integromat) which have integrations into the AppSheet API.
