Can We License Just 3 Members instead all member

Is it possible to purchase a license for only three members in AppSheet instead of obtaining licenses for all members while still allowing them to collaborate and work together seamlessly on a single app?

The best is to have a dev app and a running app or release.

Then all may collaborate is the dev app and when any new release or update is ready save it as the running app for only the licenced users
