Context of Workflow rules, Reports and actions

This is a general question about app versions and the scope of workflows, reports and actions.

If we have a stable version of the app for some users and a latest version for others, which one of these are TRUE?

1. All actions and workflows will be applied as defined in the version being used by a user
2. All reports will be applied to the stable version
3. All reports will be applied to the latest version

The answer is 1 and 3.

You could argue that we should allow you to pick between 2 and 3 when you define your Report, but at present we do 3.
