Create an App that notifies me when a set of changes have been approved (PUSH event)

We want to associate an approval process with changes to our app, so a set of changes can be in a draft or approved stage. When the change has been Approved, we want AppSheet to PUSH an event to our backend API (webhook), to notify our system that a change has been Approved. 

1. Is there such PUSH facility in AppSheet?
2. Is there a way to implement such an Approval workflow?

Depends exactly what your "backend API" is.  But in essence you'd want to create a bot that triggers on a change in data
