Creating a View from a Spreadsheet "Dashboard"

I have a spreadsheet style “Dashboard” where data being entered from my app updates columns in a view that is easy to digest for an incident commander in the field.

How can I create this view from within the App itself, AND, if possible make it where the Incident Commander can update the numbers in Column C by just touching those cells.
