Dropdown based of unique list for another tablet to allow security filters expression

Hi Community!

Having problem getting some functions set up, 

I have a users table with 80+ users, and a staff list table of multiple staff members on the same location/ multiple locations.   The later is a CSV upload for an external DB so the head office team can easy load the staff list.

What I want to be able to do is in the user form is select the location showing only unique list of locations so that user can only see that locations staff list when they login.  

I would then like to apply that location to the security filter so that i does not need to load the full data set.  

I have tried usingFILTER,  SELECT, REF_ROWS etc etc but I can either get one side working or either.
