Dynamic Max/Min on number range

Is it possible to have an expression calculate the max, min, and steps of a range?
Use case, financial period and performance. I collect percent complete of a task, if it was locked in the prior period at 50% The user can’t select below that for future updates without contacting a supervisor. Currently i’m confident in the data due to data validity expressions, but it would be a better user experience if the range got limited…
