Dynamic enumlist

This is my dynamic enumlist. I am happy that my list is populated by the formula, and multiple options can be selected. This works well, however it won’t let me add new options to the list, even though the toggle is set to give that permission.
I tried setting the base type to reference, and that worked the same as base text.

Is their a way to have a enumlist that can be managed from a spreadsheet and allow new input?

Because your dropdown values are in Valid_if, you cannot add. Move the same expression to Suggested Values property which will work well.
