Enterprise Licensing for users who haven't the same domain

Hi everyone. 

I have enterprise plus account from my company, and I would like to ask,

Can I share the app for another institutions which have its own domain?
Example :
Me in LetsGo.Co, my email in my enterprise plus account: abcd@letsgo.com (microsoft)
B in HereWeGo.Co, email as staff: cestmoi@herewego.co.id (microsoft)

I develop data collection app for collecting docs from B, so I need to share my app to B. Is it possible?Because I couldn't shared it and the message showed: 

Is it because the IT team blocks the access for external users (another company), or because Appsheet cannot facilitate this?

You can certainly add outside-domain users to an app.

The error tells you that it's a "policy violation", that means the owner account set a policy to not allow outside-domain users. You need to talk to your owner account holder.
