False with _THISUSER in a Data action in a Process

I have a false error when I try to use USERSETTINGS() in a Data action in a Process. It appears that it canโ€™t found _THISUSER (may be because it is out of context) but it works correctly.

Why is it considered an error?

User Settings are only available if your app requires sign-in. Does it?
