Format rule not working

I have 2 fields for customer credits that I want to highlight orange  but its not working. The fields are 

[Completed Credits] - Decimal 

[Required Credits] - Decimal

Formula is [Completed Credits] < [Required Credits]

When I test it the expression seems to be working but I want to color code a field but so far there is no color coding for the field completed credits. Any ideas?

Here is the config of the format rule.

Try reordering the rules. Sometimes overlapping expressions in the format rules will override one another.
