Format rules does not work

I have a format rule applied to vc column that has simple equation : [Items done]>1 it should turn other columns red.

The issue is that this format rules does not work at all if it's applied to this vc column and if it has a condition.

if i removed the condition it works for fine. and i am sure that the condition is applied ( many rows has item count more than 1, i can see it.)

also if i put condition on any other columns the format rules works great. only does not work for this specific column. 

any thoughts?

just a simple question: is the VC in number type?

Also, show us your VC formula, maybe there's an error there

yes it's number. formula is very basic. even isnotblank([utems done]) does not work

In the screenshot, the formatting is supposed to be applied to the order_id not the Items done column. Was that just an old screenshot?

yes was just screenshoot it does not apply to any column
