Free plan if website only?

If I just use my app for public as a website, no need to deploy for Android or iOS… Then, will the guest visiting my website be counted as active user? Will this website be free or still charged as the pricing plan?

If your app is not public, I don’t think they can access your app, if they don’t log in. If you want them to log in, you must give them access as users
