Hide Action Primarily, but still shows on this upper right button "⋮"

Hi Guys,

Is there a way to hide this primarily action, but users can still access it in the right corner button?

But users still have access by clicking this:

If i got your question correclty, you want the edit button to be in the top and not in the bottom ? 

Maybe try this : 
go to actions 
under the view name 
find the Edit action and change the appearance to Prominence to "Display Prominently" 

or 

Enable QuickEdit (beta)
