Inline Action not Showing

Regarding adding an inline action, I've only done this once before and can't figure out what I'm doing wrong. I wanted to create two actions for this patient interaction/call form to allow them to press a button to set the start time to TIMENOW() or set the call end time to TIMENOW() instead of using the clock/time UI

I have attached my first action as an inline to the [Start Time] column, however, nothing is showing up yet. What step am i missing?

Does this have to pass through a formatting rule in order to show up? I guess I am just expecting the chosen icon and display name to appear along with the column that it should be attached to

Actions cannot be used in form views.
