Is it possible for a user to click on different areas of an image to navigate to a certain place?

My mind goes to SVG but I haven't found anything where the user can click on different areas of the SVG to do different actions.

Any ideas?

Investigate using XY values with map views, which I believe should at least allow you to position a selectable pin within each of various regions delineated in a background image. There may be additional flexibility if you utilize KML layers as described in that same article as well as in various community posts like Map Overlay KML Action.
