Is Publisher Pro plan suitable to publish on App Store and Play Store?

We have built a Site Reports app, you can see it my account. We want this app to be available on App Store and Play Store.
- Can we use the Publisher Pro plan for that?
- How can we charge the user who downloads the app from App Store or Play Store.
