Is it possible to remove the Add Action without using a Read-Only Slice?

Background. I don't want the users adding records through the table view, but I want the Edit Action available in a detailed record view from Table View.  If your wondering why I got the "hate on" for the Add Action, lets just say that explanation will lead down into a Forced Sync rabbit hole.

Yeah man, you can put a context formula on the condition for your system generated add action.

ok, I went looking for the system generated action for "Add" but could not find it. I may need to look harder. I'll try to find it.
