Limiting the export action to 1 user only

Good day everyone,

I have added an action to export csv. file of a view.
Is it possible to make this option only visible for 1 user only ?

I have created as well another action to copy raw from 1 table to another and am trying to figure out to make this option visible to 1 user only.

I have tried to read, search, no hope.
