Notification Automation for Specific Username

Hallo

How if i want to make a notification if someone already added the report?

In this case i used the same email but the user log in with their Employee ID, i want the notification specific display on the users device without notify others device. 

What kind of workflow i used to fill the "To"?

What do you mean by this?  If you are using AppSheet login, it is through some Authentication service (Google, Apple, Microsoft, etc) and they all use an email address for login.  That is the same email address they would use to get notifications.  If you intent is to send the message to current active user then you can simply use the function USEREMAIL().  Just click on the "flask" icon in order to add that function as the expression.
