Overlapping ID

I am having an issue with an application. It is a budgeting application for repairs that 4 people are using. If one person is creating a budget and, before finishing and saving it, another person starts a new budget, both budgets end up with the same name and only the last one is saved. Is there a way to prevent this? What I want is for the ID to be locked when one budget is started, and if a new one is started, it should be assigned a new ID.

By the way, the ID is a concatenation in the style of P2023_xxxx with consecutive numbers (P2023_0025, P2023_0026, P2023_0027, ...).
