Short answer (IMO), use HTML
Is the most powerfull template you will ever make.
Even AppSheet converts GDocs and MSWord to HTML before it applies the expressions from the template, and at the same time they took desitions to certain behaviours like adding images also adds an anchor (<a>) to it.
If you do it on HTML, you can customize everything
