Plan required to white label my app

if I want to publish my and create a white label for that, what kind of plan do I need?

a publisher pro plan

or a pro plan with 10 licenses?

Either of those.
If you want users to sign in, it needs the PRO plan (with at least 10 licenses)
If it is a public app, the Publisher Pro is fine.

aah thank you for the clarification, so users will not be able to sign in if I don’t have plan with 10 licenses? Will I not be able to add a authentication system?

That’s correct. User sign in requires a secure app plan, not a public app plan.
