Please fix bug show all actions in form details and dashboards

Hi team Dev,

Today I check all my app have the same bug that all action such as in View detail and Dashboards be showed althought I didn't enable UX/show action overlay in dashboard view.

Beside that in View detail a action Add(+) is showed although action letter new also showed as last version.
