Publisher plan no longer available?

Hello,

When I deactivated my app in October 2018, it was using the Publisher Plan which cost $10 per month. When I tried to re-activate my app this month, it now only gives me the Publisher Pro as an option, which costs $50 per month.

Is the Publisher Plan no longer available? Or do I have something in my app which prevents Publisher from being an option?
