Reports suddenly not sending

Hello,

My apps has stopped sending reports. I have an action in the app that changes a field called EmailUser. Everytime the button is pressed the field increments by 1. on the workflow rule I have the condition

AND(ISNOTBLANK([_THISROW_AFTER].[EmailUser]), [_THISROW_BEFORE].[EmailUser] <> [_THISROW_AFTER].[EmailUser], ISBLANK([Addโ€™l Reference1]))

This function was working yesterday for my other app as well but now that app is not working too.
