Run app as a mobile website

I am looking to create an app that can scan barcodes into a database. I do not want the users to have to download/install the app.

Is it possible to have users access the barcode scanning feature by running the app through a web browser on a mobile device?

With that in mind, I would like to have the user manually input the barcode value when accessing via the website, and scan the barcode when accessing via the app.

Is it possible to have the app show differently on the website vs. an app? or will the scan feature default to manual entry on the website?

The only workaround I know would be to take the picture first, and then upload it once at the app’s website. However, that will require constantly switching apps. I’m not aware of any combination of services that would give you the same ease of access as having the app installed.
