Select is only return first four rows

I have the following in a Options Sheet:

I have an Enum column like this:

However, instead of all of the values appearing it only shows the first four:

Any idea why it is stopping at four?  This seems to be super simple but I have no idea why it is not working.  I have another field with over a hundred rows working fine.

The key column in the table is blank, or has duplicate values, for the missing rows.
