Sending a notification / email in case of a missed entry

Dear members ,

I tried searching for this problem on the blog but couldn't get a similar query. 

Basically, I want to have multiple checklists to be filled at fixed time intervals by our team members. Say at 9am, 12pm, 3pm, 6pm and 9pm. 

Each checklist will have a seperate Google sheet so 5 Google sheets, with each row for every new checklist entry.

I want to trigger an email or a notification in case the new checklist entry is not added by the respective team member after maybe an hour of it becoming overdue.

Hi 

I guess I should have explained my problem better 

I have various checklists for our team members to be filled up at specific times of the day everyday. Each entry makes a new row in the datasheet. Each entry is done by 10 different restaurants everyday. What I want to do is send a notification/email in case any of the restaurant misses to file any of the checklists at the due date and time. 

Help would be much appreciated!
