Sharing An App as a Template for Free vs Public Lisc

I’m using AppSheet to build a Calendar/Journaling/Survey App with data analysis/visualization options. I want to publish the App for public use for Free. So, I’m not planning on monetization either by subscriptions or by Ads. But as the App has personal surveys and journals, I want each user to view and enter data uniquely and securely. Also, the App has to manipulate the data specifically for visualization.

What is the difference between publishing the App as a template so anyone can share it for free versus Public License? Do I have to get a Public License or even Enterprise License?
