USEREMAIL()=[Ref Field].[Deferenced field] returns TRUE when Deferenced field is blank

In Security Filter, when [Deferenced field] is blank, this above condition returns TRUE. I needed to change the expression to AND(USEREMAIL()=[Ref Field].[Deferenced field],ISNOTBLANK([Ref Field].[Deferenced field])) to work. Does anyone have a suggestion? Thanks a lot !
