Users don't see "Show Changes" or "Reset Changes" in the "hamburger" menu at the top left of the mobile app. Despite there being changes that can't sync.
Why is that? I need the user to send me that data and then reset it so that the app can update on the phone.

Perhaps they need to scroll down to see the options? If you have enough menu items, the show-changes and reset-changes options may be off the screen.
I think this depends on the nature of the error the user is getting. Do you know what problem the user is having?
When they try to sync it says that there is a new version of the app.
