Hi, 

  IT seems that I am not able to see "User" setting above "Manage" in the left pane. Did I miss something?

  My colleague would like to edit the app too, how could I enable "edit" for others?

You certainly can share your app to someone to co-author. Here's an example.

Select the Share button at the top right of the editor window:

Invite another user and provide "Edit definition" permission:
