View All link below reference tables not working

Today, the View All links below the referenced table does nothing when clicked on. Is this new?
Does it only allow View All action if the # of rows is beyond the set max # of rows to display? (currently set to 25 - there are only 3 rows in the table below). note: The Add link works fine.
