¿Como puedo sustituir los datos como el telefono y el texto y hacer referencia a una columna?

if u asking about the concatination you can Try this:
i kept the + after the phone= , incase the [Phone] has the + then u can get rid of it

"https://api.callmebot.com/whatsapp.php?phone=+"&[phone here]&"&text="&[text here]&"&apikey=357875"

 you can try this also: 

=CONCATENATE("https://api.callmebot.com/whatsapp.php?phone=+", [phone here], "&text=", [text here], "&apikey=357875")
