appsheet form entry , updating sheets causes a unique entry in another sheet?

I'm a newbie, please be descriptive...

Appsheet is using Google sheets for drive log data, including VIN and miles. When a row is saved or updated in this sheet, how do you validate 'VIN' in another sheet named owner_details to make sure owner_details contains a unique entry for each VIN, and if not present add it? The VIN in the owner_details sheet will be the key for that table.
