how to make user can add new row if the previous row has been filled?

i want to make a survey apps for agriculture. But i want it to be design in a way that user can add row if previous row in the same column has been filled. can appsheet do this?

Yes.  You'd use a valid_IF formula that says "If X=TRUE then you can Save the record otherwise you can't"
