First, the "Free Plan" is really just a prototyping plan for an undeployed app. All features can be implemented however some critical features are prevented such as sending emails or text messages to external addresses, etc. They will go to the App Creator only. The users are meant to be "Test" users trying out the app before it is deployed and can use almost all features (cannot send messages). Automation IS available in this plan. There are a few other limited capabilities as well associated with a non-paid plan
The Starter Plan - does have Automation but does not have Scheduled Bots available.

NOTE: The intention is to build your app with the features you want. You can then use the analyzer (Manage -> Deploy -> Deployment Check) to see which plan the app requires to be deployed. If it doesn't meet your budget then you can see what features you can remove to lower the paid plan. Alternatively, you can perform a Deployment Check with each new feature you create to see if the required plan has changed and then adjust as needed.
