The following syntax is not a standard AppSheet syntax

CONCATENATE("[Cargo]='", [Cargo], "'")

So the part "[Cargo]='"  generally seems to be incorrect or at least uncommon. 

You may want to mention what you are trying to achieve with the above concatenation.
