I can’t create billing profile

Hello everyone.

Why I can’t create billing profile?

Every time when I adding card it says: This action couldn’t be completed. Try again later. [OR_BACR2_34]. 

Please can you help me?

Did you've check wether your credit card and bank are acceptable by Google as payment option?
